that, except in the case of the appointments of Deputy Superintendent of Police and Assistant Superintendent of Police, the salaries of which are already higher than those in the dollar scheme, the Sterling Salaries of all Cadet Appointments should be raised to the Sterling equivalent of the existing Dollar Salaries, that is to the figures set out in column 'c' of the attached table. I have the less hesitation in making this recommendation in view of the fact that no Cadet, who had the option, elected to take a Sterling Salary, and consequently in the Estimates for 1908 the higher rates will as a matter of course be voted for all the Cadet Appointments, with the result that the Government would incur no additional expense in the matter. I may add that the gradual disappearance of the old privilege rates of leave pay and pension has already effected, and will continue for some time to effect, a considerable saving in the cost of administration.

There are at the present time four Officers of the Cadet Service in receipt of Sterling Salaries. They hold the position of Passed Cadets without substantive appointments and their emoluments are slightly higher than those of the two Passed Cadets, who draw their salaries
